Risk-based decision making is fast becoming a de facto standard for many homeland security and financial decisions. The process of determining risks, however, is challenged by the complexity of the system and the uncertainties in determining the threats, vulnerabilities and consequences.

To address this challenge we intend to bring together a wide audience of theoreticians, modelers, data analysts, domain experts, and decision makers to share their knowledge and ideas on contemporary and novel aspects of risk based decision making.
